Las crisis en la literatura de políticas públicas
Elementos teóricos para el análisis de la gobernanza en tiempos turbulentos

Este artículo es una revisión de la bibliografía sobre políticas públicas en contextos de crisis, con énfasis en las respuestas gubernamentales durante la pandemia de covid–19. Examina el concepto de crisis, la evolución hacia perspectivas de gobernanza flexible y discute las coyunturas fluidas en la formulación de políticas. Se argumenta la necesidad de sistemas de gobernanza más adaptativos para enfrentar crisis con mayor efectividad.
